A Nipponese authority is quoted aa saying that Japan will not go to war. "Ninety-nine per cent of Japan's intellectuals oppose it," he blandly remarks. The trouble is that Japan's Intellectuals aren't in the military saddle. The mikado is tops, and he is vigorously supported by the militaristic clique of army and navy officers. What chance would the intellectuals have of stopping a war if the Japanese jingoists and professional patrioteers wanted it? The answer is no chance at all, at least until the intellectuals become a great deal more numerous and powerful than they are at the present time.

There is a stern warning for rural enforcement agents in a statement contained in the National Safety Council's annual report on motor vehicle accidents.

It appears that the larger centers of population, with their well organized traffic bureaus, at least have prevented as marked an increase in motoring casualties as has been realized in the less densely populated sections. This would seem to place a heavy responsibility upon the control agencies which are engaged in rural traffic enforcement.

The situation, in any event, is one that oalls for careful attention lest the rural toll shall become progressively worse. "Owen left before 'we did. came to see him." eyes, and said: "I'm a weak old woman. But I'm bossy, Jimmy. I'm going to make terms." He laughed.

Word now comes that the "power trust" people have been noticing exactly the same thing. Hence, strategy Is changing and a move on in favor of trying to "trade" with an administration which the industry figures it will have on its neck for more than four years longer. If a close inspection of the Republican candidate and his chances proves discouraging, the Democrats probably will have chance to pick up some campaign money from this source. There is bitterness, disillusion for millions of earnest and sincere Americans who have believed in the Townsend scheme and have given it their support, moral and financial. Dr.

Townsend'e chief lieutenant, Robert E. Clements, having deserted the cause, reveals how lucrative his job with Townsend was. Testifying before the house committee, he admitted that his salary for 1935 was $12,585 And that in addition most of his household bills, including his apartment rent, grocery bills, maid hire, were paid out of the Townsend treasury. In addition, Clements' wife drew a salary. Representative McGroarty of California, congressional spokesman for the Townsend plan, appears to have quit the movement; receipts are falling off and protests In increasing numbers are reaching the house committee.

Amid all the hubbub, scarcely a murmur comes from Dr. Townsend himself. Perhaps he is as disillusioned as his followers. Townsendism, thus, appears headed for complete collapse. But let no one harbor the notion that with it will collapse the fundamental principle on which Dr.

Town-send built his imposing organization the principle that old-age security is not only desirable, but also possible. Our existing old age security legislation is pitifully inadequate. Virtually everyone admits that, even the Tories who have opposed It The existing legislation is ineffective because it provides too little, just as Townsendism was bound to fail because It promised too much.
