The panel on Monday voted unanimously on two separate bills promising city support for resurfacing 3.4 miles of Ohio 16 from Hudson Avenue almost to the park-and-ride lot past Church Street and eastbound lanes.from O'Bannon Avenue to the eastern corporation limit According to City Engineer S. Val Jackson, the project involving the expressway westward from Hudson should begin in the summer of 1992 and will cost the city about $500,000.

The other project should begin in the summer of 1991 and cost the city approximately $75,000, he said. Jackson said he will return to council with further information and more legislation nearer to the onset of work on both projects. In other business Monday, council voted 10-0 to: Honor the Newark Catholic High School volleyball team for its second consecutive Class A championship. The team beat Ashtabula StJohn on Nov. 11 for the honor.

In the 15-year history of the event, NCHS has won a record seven championships. Change the legal description attached to Ordinance 89-69, which set a development bond of $125,000 and accepted the plat for Sunrise Meadows Phase Two 11 homes being built on Sunrise Drive, off Jackson Boulevard. Authorize Service Director Bryce Peterson to contract with Wahl Motor Sales Inc. of Utica for five police cruisers at a total cost of $68,750. The firm tendered the lowest bid on the cars.

LV school chief gets 5-year pact HANOVER The Licking Valley Board of Education has rewarded Superintendent Donald Urban with a new five-year contract The board voted 5-0 Monday night to give Urban a 7-percent pay increase for this school year (beginning last August) and 4-percent raises in 1990-91 and 1991-92. He will receive $52,265.74 this school year, $54,356.36 next school year and $56,530.61 in 1991-92. He also will receive $56,530.61 in 1992-93. Treasurer Jo Lynn Torbert says the percentages are in line with the negotiated employee salaries in the district. In other action at the meeting, the board: Approved transferring $40,000 from the general fund to the permanent improvement fund for the eventual replacement of windows at Madison, Mary Ann and Toboso elementary schools.

The board also hired Wachtel and McAnally Architects to develop specifications for the new windows. Heard Mary Ann Principal Ronald Walsh report on a proposal to open the school's gym at least one Saturday night per month for Mary Ann students. Staff members and parents have volunteered to supervise the activities. Approved a new policy for current and new bus drivers, conforming with state and federal mandates for new license requirements. Approved the resignation of Mark Powless, varsity volleyball coach.

Hired Judi Kocher as an assistant high school track coach. Heath board OKs drug program HEATH The Heath Board of Education on Monday night approved a Drug-Free Workplace Program policy, according to Assistant Superintendent Hank Smith. The policy deals with all employees pledging not to use certain substances while on the job, Smith said. The district will have to provide an in-service program for the staff members, he added. In other action at the meeting, the board: Approved an Englefield Oil proposal to buy gas for school district buses at the new DukeDuchess station across from Fulton Middle School.

This will enable the district to remove its underground fuel tanks, which Smith says could result in considerable Approved a Drug-Free Program in cooperation with the Licking County Board of Education. She was a member of St. Francis de Sales Catholic Church, the Newark Damenchor, Rosina Circle and the Greater Beneficial Union of Pittsburgh. Her husband, Berthold "Bert-Schmidt, died July 2, 1989. Surviving are one son, Werner Schmidt of Pittsford, N.Y.; one daughter, Mrs.

H. Rodgers (Gretchen) Shay of Newark; two sisters: Anna Kable and Louise Feisst, both of Germany; four grandsons; three granddaughters; and nieces and nephews. He was born Nov. 13, 1900, in Morrow County, Ohio, to the late Richard and Laura (Clemens) Parrish. He was a former farmer; formerly employed as a trucker for Standard Oil; and was a school bus driver in Mount Vernon. He was a member of the KOP Lodge and a former Grange member. His wife, Helen Parrish, died in 1975.

According to reports at the Licking County sheriffs office, the damage occurred on the southeast and southwest sides of the county. Most of the mail boxes sustained between $20 and $100 in damage. Fence ran over Along with causing damage to his mailbox, a Sand Hollow Road man reported someone caused heavy damage to his wood fence.

She was born Jan. 27, 1922, in Findlay, Ohio, to the late Orren T. and Lenore (Haines) Hillshafer. She lived in Newark for 37 years, coming from New Lexington. She was a member of the Second Presbyterian Chruch and a former member of the choir of the church; Monday Talks and the Harmonious Club.

Surviving are her husband, Roland Solt; three daughters: Mrs. Robert E. (Charlotte) Crandall and Mrs. David (Jane) Galbraith, both of Newark, and Barbara C. Thomas of Cleveland; one brother, James O.

She was a cook, retiring from Provin's Restaurant in Hebron, and was a member of the Hebron Christian Church and the CWF of the Hebron Christian Church. She was a former member of the Buckeye Lake Eagles 2801.

Her husband, Leon R. Miller, preceded her in death. Surviving are two sisters: Geneva Smedley and Mrs. Eugene (Frances) Gutridge, both of Hebron; and two nieces: Mrs. Arthur (Becky) Ours and Mrs.

Russ (Carol) Perkey, both of Hebron; great-nieces and nephews; and great-greatnieces and nephews. One son is deceased. Friends may call from 2 to 4 and 7 to 9 p.m. Wednesday in the funeral home. Kenneth E.

Hooper Services for Kenneth E. Hooper, 69, of Goshen, have taken place. Mr. Hooper died Nov. 28 in his home.

He was born Sept. 26, 1920, in York, He retired in 1985 from Whitehall Laboratories in Elkhart, following 34V4 years of employment He was a veteran of the Navy. Surviving are his wife, the former Geneva (Murphy) Hooper of Newark; two sons: Jeffery and Steven, both of Goshen, one grandson; and two brothers. One brother and four sisters are deceased.
