Some families without other income receive higher payments because rent and utilities usually cost more in metropolitan areas officials said. For example, it was explained, a family of four could receive up to $178 a month under either ADC or general relief programs but earnings from employment would reduce the total accordingly. A demand of marchers was for a change to allow earnings to be kept without reducing grants. Officials pointed to a law enlacted by the last legislature that would have allowed earnings to $54 a month without deductions for an ADC family of four but they said the federal government would not allow that arrangement. The other two petition requests were for federal aid to the state-supported general relief program and for Ohio "to appropriate enough money for the federal share of the welfare grants at a current realistic standard." Officials said the state now receives full federal allowances and that there is no objection to federal aid for general relief.
