00 0 0 TWOBig 4 Talks Bog Down on Reparations London, Dec. diplomats today described Russia's demands for $10,000,000,000 in reparations from Germanyto be paid largely out of current production- as the issue which probably would break up the Big Four Foreign Ministers conference. This view, apparently, is behind the efforts of the western representatives to obtain from Soviet Foreign Minister V. M. Molotov an explanation of his statement that the questions of reparations and German economic unity could be considered simultaneously.

American officials are privately convinced that Molotov prepared to agree to economic unification of Germany without assurance that all--or at least a substantial part -of his tions 'demands will be met. creparaThe opposition of the United States and Britain to these demands so far is absolute, and under the circumstances responsible western sources say they do not see how any important Big Four agreements can be made on Germany. U. S. Secretary of State, George C.

Marshall is known feel that a solution of German economic problems providing for the removal of zonal barriers to trade is a prerequisite to any other agreements on Germany.
