Councilman to testify on junk cars Newark City Councilman Bruce Bain (D-5) will appear before the House Committee on Highways and Highway Safety at the State House in Columbus Tuesday to testify concerning a bill sponsored by State Representative Eugene Branstool ID-Licking County concerning junk cars. Bain says the value limit placed on the junk cars by the state government of $200 is a major hurdle in efforts to clean up areas of the city plagued by the vehicles. Bain said currently any auto which can be valued at more than $200 by an appraiser cannot be considered as junk, even though it is not in operational condition.

Bain said the new law would still protect cars which are in running condition, but worth less than $500, but would allow cities to "go after" those worth $500 or less which are not in running condition. Bain said he feels enactment of the new law, while it will not clear up all the junk car problems, will constitute a "step in the right direction." The councilman also said several law enforcement agencies and Safety Director Arthur Nutter have expressed support for his proposal.
