And now a "Taxpayer Bill of Rights" expanding citizens capacity to sue the agency for wrongful collections is headed to President Clinton for his expected signature. The Senate approved the bill by voice vote on Thursday, with Democrats and Republicans reaching agreement on a day otherwise marked by partisan bickering and gridlock. The House passed the measure, 425-0, on April 16, one day after the tax-filing deadline.

It allows taxpayers to sue the Internal Revenue Service for up to $1 million for reckless collections 10 times the current $100,000 cap on such lawsuits. The IRS argued that raising the ceiling would encourage such lawsuits and disproportionately benefit wealthy taxpayers, but it didn't quarrel with most of the changes, Taxpayers also would get the right to sue anyone filing a false information return, such as a Form 1099 or Form W-2. In some cases, for example, contractors have filed incorrect Friends save HEBRON Brian Henderson has a new respect for his neighbors. Under the bill, the IRS would have to prove in such disputes that the information it received was correct. "When an average of 25 percent of one's earnings goes to the federal government instead of into one's own bank account, the last thing hard-working Americans deserve is an unwarranted hassle from the IRS," said Sen. Charles Grassley, R- Iowa, a co-author of the legislation. "This bill works to correct inequities in the federal tax collection system." The measure would establish an independent taxpayers' advocate at the IRS to assist people in dealing with the agency. The advocate would have expanded powers to require the IRS to issue refund checks and meet deadlines in performing tasks for taxpayers.

The bill also would: Require the IRS to notify former spouses when it begins action to collect jointly owed back taxes from the other ex-spouse. (AP) -Most criminals take pains to conceal their identities, and try to leave the scene as fast as possible. One liquor store bandit, however, left behind his identification, and fled on a bicycle.

Police said the bandit entered the Apollo Liquor Store on Friday, indicated he wanted to buy a bottle of wine and presented his driver's license as identification, required in many Indiana liquor stores. Then he demanded money, knocked the clerk down and took off with $100, leaving his license behind. Officers later found Wayne Brewer riding a bicycle and arrested him on preliminary charges of strong-armed robbery. He was being held in lieu of $15,700 bail. Brewer, 35, told police he used the money from the robbery to buy crack.
