I Aide says huge COLUMBUS (AP) L. William Seidman, one of President Ford's chief economic advisers, says a $100 billion tax cut would be needed to get unemployment below 6 per cent this year. Seidman, in a speech to the Ohio Newspaper Association, said Ford advisers decided that would cause more problems than it would solve. "The problem was really quite simple," Seidman said. "We don't have $100 billion.

We would have to borrow $100 billion. If we did borrow $100 billion, it would cause the interest rate to skyrocket." Seidman, an accountant and lawyer now serving as presidential assistant for economic affairs, said the president's proposed $16 billion tax cut would help the economy. But he cautioned there is no fast cure. "There's no quick, easy way to come out of the problem which we're into," he said. "There was no way the government had to bring the recession to an end quickly and painlessly." But he said some economists are beginning to see improvement in the economy.
